The $33 million Biometric Capability Update project was discontinued in November 2025 following ongoing delivery delays since 2018. An independent review published on 16 June 2026 examined governance and oversight shortcomings within the Ministry of Business, Innovation and Employment.

What this means in practice

The independent review highlighted governance failures and inadequate oversight during the administration of the discontinued project. A Public Service Commission investigation was subsequently initiated to examine agency practices. Despite these administrative findings, Immigration New Zealand confirmed that current identity management systems, online visa portals, and border security operations continue to function normally without disruption.
