Immigration New Zealand has introduced structured post-arrival support to help eligible former refugees aged 16 and over apply for Department of Internal Affairs Refugee Travel Documents. This initiative assists new arrivals with identity proofing and international travel flexibility once they are settled in New Zealand.
What this means in practice
Former refugees arriving through the official Refugee Quota Programme initially travel to New Zealand using an INZ Certificate of Identity. Under updated operational arrangements, eligible arrivals receive coordinated guidance after arrival to transition to DIA-issued Refugee Travel Documents. These travel documents offer longer validity periods and wider international recognition compared to initial arrival papers, supporting long-term settlement and overseas travel. However, these documents cannot be requested or issued while applicants remain overseas.
Who should check this
This update applies to former refugees arriving via the Refugee Quota Programme who are aged 16 or older, as well as settlement support providers, community organizations, and support networks assisting new arrivals with integration and documentation.

- Coordinate with settlement support providers after arrival to understand travel document application procedures.
- Prepare identity verification and personal records for DIA Refugee Travel Document submissions.

Important limits or current position
This support initiative applies exclusively to eligible quota refugees post-arrival and does not alter initial entry visa requirements or overseas application processes. DIA Refugee Travel Documents must be applied for from within New Zealand and are subject to standard domestic issuing criteria.
