New Zealand's Community Organisation Refugee Sponsorship programme transitions from a pilot initiative into a permanent resettlement pathway effective 3 July 2026. The permanent framework establishes gradual intake caps while maintaining the overarching annual refugee quota at 1,500 places.

What this means in practice

The transition formalises community-led resettlement through two operational routes: the Nominated pathway and the Matched pathway. Principal refugee applicants must meet baseline criteria, including being aged 18 to 45, possessing basic English proficiency, holding recognised refugee status, and having three years of work experience or a two-year post-secondary qualification. Approved community organisations and sponsoring groups must demonstrate financial and administrative capacity as established legal entities. Sponsors are responsible for securing housing, funding initial living expenses, and coordinating integration support covering employment, education, and healthcare. Intake under the permanent model begins with 50 places through June 2027, expanding to 200 places annually thereafter.
